Mobile Optometric Services (MOS) Program

California students thrive by providing free mobile vision services.
Welcome to the MOS Program
Approximately one in four children needs corrective
lenses to see the board, read a book, or participate in class. Access to vision
exams and glasses is critical to promoting positive educational achievements
and health outcomes, as 80 percent of all learning during a child’s first 12
years is visual.
To address this need, California in
partnership with qualified MOS providers is now offering free vision
screenings, vision exams, glasses, and eye-wear fittings to children on-site at

Current DHCS MOS Provider
California
is currently working with Vision To Learn (VTL), a philanthropically funded
non-profit entity that provides free vision services to California students.
VTL is a Medi-Cal certified provider. Since launching services in California in
2012, VTL has provided exams to over 280,000 children who had failed a vision
screening and provided 228,000 glasses to children who needed them.
Furthermore, an evaluation of VTL’s program in Los Angeles County conducted by
the Department of Health Care Services (DHCS) in 2018 found that roughly
two-thirds (66 percent) of Medicaid-eligible children examined by VTL had
received no Medicaid-funded vision services in the four years preceding the
