2025-26 Enacted Budget

The enacted 2025-26 Budget for DHCS includes $202.7 billion in total funds, with $45.6 billion from the General Fund, and supports 4,945.5 positions. It maintains support for transforming Medi-Cal into a more coordinated, person-centered, and equitable health system within a responsible budget structure. The budget continues efforts to modernize behavioral health care by strengthening accountability, transparency, and access to community-based services.


New Data on Enhanced Care Management and Community Supports

DHCS published the latest quarterly report showing strong growth in Enhanced Care Management (ECM) and Community Supports, highlighting continued growth and impact across California. In the first quarter of 2025 alone, ECM enrollment increased 61 percent compared to the same period last year, with a 120 percent increase among children and youth. Community Supports have now reached more than 429,000 members, delivering more than 1.1 million services, including housing navigation and medically tailored meals. These services help Medi-Cal members stay healthier and avoid other, costlier health care services, such as emergency department visits and hospital stays.
